Why do both of my controllers show as player 1?

When I press the PS button, both controllers light up as player 1 then one goes off. If I try putting it back on, it comes on as player 1 then the other controller goes off. I have reset both controllers but the problem prevails. I have tried to change controller number but when I do it, it changes for both controllers and then one goes off again.
