Slide for emergency calls

I received an IPhone 3GS from my Manager to use as I dropped my phone in the footspa,however when I put my simcard in the phone it says slide for emergency calls. I can't access the menu of the phone at all. What could be the problem

It seems that your phone is not activated properly, I would just restore it with iTunes and make sure that the sim you are trying to insert is for the carrier your phone is for unless its unlcoked
