Machine is producing steam, but in low volume and without enough pressure to froth milk. At the same time, the valve will not completely shut off the steam - just a little bit still escapes after I have turned it off.

Scale buildup can lead to reduced steam pressure and quantity; if you don't descale on a regular basis I would give that a try and see if performance improves. If the wand is constantly leaking steam/water it will need to be adjusted internally, and that repair has been covered in other questions.
