Is it safe to remove the PCB in my way?

I have a Pioneer VSX-1021 which developed DC offset.

I have found the service manual online and know the parts I need to do the repair, and it also outlines how to safely discharge the capacitors so I don't cook myself while working inside the receiver, but this is where my problem comes in: I can't seem to figure out how to access the pins I need to perform the discharge.

There are a couple minor assemblies in the way that are keeping me from getting access to them. Has anyone here worked on receivers before? Should I be safe to take this apart so long as I'm not touching in and around the capacitors to be discharged?

I'm leaning yes, but as I don't want to get hurt I figured I'd ask here first.

Paul Branson, yes you are depending how long you had the receiver unplugged. It should be possible to discharge the caps from the bottom of the board. In the meantime, limit your chance of getting zapped by not pocking and probing around the oontacts. Hope this helps, good luck.
