Why are these screws so stubborn?

Embarrassingly enough, I can't get past the first step of repairing my controller; these screws are extremely stubborn. I'm using a #0-3 Phillips screwdriver (#0 is the required tool). The screws aren't unscrewing at all, and I'm beginning to strip them. Is there any way to loosen them without further stripping?
