How do I fix water damaged touch screen (HTC one Mini)?

Hi, my phone has been water damaged recently. I let it dry and now it charges, turns on, vibrates, has sound and the display is perfectly fine. One problem; the touch screen is not responding.

My question is this:

What exactly is the function of the digitizer and should I replace the entire screen or just the digitizer?
