The camera app on my iPhone 5s will not open and everytime I use a third party app to try and get the back. Camera to work it just shuts down or resets my phone. Would a camera replacement and a restore fix this issue?

The first thing I would try is a hard rest, to do this hold both the power button and the home button together, (the phone will switch off) keep holding until the apple logo come back on the screen. Let the phone reboot them check the camera.
If that did not work try a full restore with iTunes on your computer ( make sure you perform a backup first if you want to keep your data)
If that didn't work the way to go would be to replace the camera, this one should work if the top 2 solution didn't.
