When I book my macbook pro this is what it tells me. I should restart and this I have done several times and it still gives me the same thing. I don't have access to my files anymore because of this. I have attached a picture of the screen for better understanding.

Try restarting in "safe mode" by holding down the Shift key on start up. If this works, boot the machine up from your system installation DVD and run Disk Utilities on the hard drive. If you don't know how to do this just ask.

Run the Disk Repair first, then the repair permissions a couple of times.

I see no picture. You've provided a very generic description of your machine so you'll not get any specific advice.
Sounds like you have a Kernel Panic some of these are software, some are hardware… connect to an external monitor - if you see the same thing (strips) you have a bad/blown GPU/VGC. The DIY fix for that is a logic board replace… depending on the age of your machine you may elect to part it out instead.
You can pull the HD and put it in an external case… you can access your files from another working Mac.

I guess it is a kernel panic. This morning I rebooted whiles holding cmd & shift key. It booted. What might be the cause.
Yes so what you are seeing is a software Kernel Panic… caused by a damaged file one of the files that are not loaded in asafe boot]. You'll have to find and repair/replace or remove the corrupt file(s) (could be more than one). Before you can go back to booting normally OR, reinstall the OS then carefully move over your essential data files - you want to leave the bad one on the old system.
I have re-installed the OS already and still do have that. How do I locate files like you saying.
Well you have to look into the extensions and startup processes that don't load after a safe boot and make a list, (or take screen shots)…it's tedious. Aside from the link I provided do a google search for identify software kernel panic you'll find other helpful sites.
