After 10mins part of the screen is flickering

Flickering band running down display and restart it will be ok

I have a band about 1 inch wide going down the right side of my Apple flat panel monitor.

My screen has started flickering. usually ok on restart but problem re-occurs a minute later.

When I use boot camp win7 same issue happened

If I interpret your Question correctly you are stating that you see this problem on your laptop & and external monitor, in OS X and in WinDUHows. This would lead me to conclude that you have VGU/VGC damage.

This is not a DIY sort of repair. . . you either have to have the board rebuilt, VGU replaced, or replace the entire logic board.
