Can't install OS, turns I'm and fans run full blast?

I have an 06 Mac Pro, (Double 2.66) and my drive completely died on me a little while ago. So I got a new one and put it in and turned it on to open the tray and install 10.6 from my disc. All that happened is my fans ran full blast and no video was displayed, there is no blinking white light or anything either. Now I only have 1 ram tray as my uncle broke 1 of them while he fiddled with it while I was out, but that was over a year ago. I have 2 graphics cards. Radeon 6790 and 6450. Can anyone help me out or tell me what's wrong? I've searched for a solution but no go.

First I would change the PRAM battery. Remove the video card that you were using as a secondary. If you still have the original GeForce 7300 GT video card, I would just use that. See if you can test the hard drive in another machine. Start up from your original system installation disk. Did it run after the RAM was broken?

First i would like to say thank you for the help qnd reply! sedond, How exactly do I replace the battery?... Sorry I'm pretty good but I don't know everything... And I do not have the card I sold it a while ago after upgrading without thinking... And I did test the HD I tried it on a friends computer inside an enclosure and it did the sign on boot like it did on mine before all this. I did an install on a new drive with my friends computer then put it in my pro.
