Try starting Win 10 in [https://www.digitalcitizen.life/4-ways-boot-safe-mode-windows-10|safe mode] and check if you can get to the Recovery menu area without it boot looping.

If you can, go to Troubleshooting > Advance > Start up repair and follow the prompts.

DO NOT select "Reset this PC" as it will erase all your data and reinstall Windows if you select the wrong option after that. Just so you are aware of this.
