According to this [https://www.parts-people.com/blog/2014/06/25/dell-inspiron-15-5521-beep-codes-diagnostic-indicators/|website] a 2 beep error code is a RAM failure.
 
Try removing/replacing the memory modules and test if the laptops starts OK.
 
Don’t know your laptop but if you have more than 1 module try starting the laptop with only 1 module inserted and see if it works. If it still doesn’t work, try the other memory module in the same slot. If it still doesn’t work try the other module, first in one slot and then in the other.
 
All this is trying to determine if you have a faulty memory module or a faulty memory slot or both.
