Rachel this is the voiceover in accessibility, you might have turned it on. I suggest you go to settings, then general, then accessibility, from there you would see the voice over, tap it. Then turn it off. By the way, for you to do this, you need to scroll down which you cannot, so use three fingers simultaneously to scroll. I hope this solves your problem :)
