When faced with this problem, 1. Review the last apps you downloaded (Settings>Apps>new downloads) 2. Review to see if it uses the camera for any reason 3. If yes, press the Force stop Bottom 4. If 3 above didn't work, you will have to uninstall the app (s) I did the above and it turned out an app (Swifty) which I recently downloaded, was the cause of the problem.
