video sometimes works but mostly gets scrambled; video or logic board?

I was using my iPod everyday and it was workin fine then i lost my iPod charger and the iPod died so I let it set for a couple of months then i finally got a charger for it and I plugged it in and it came on and shut right back off and it will not come on or hold a charge at all what is wrong with it battery problems maybe???? The Last time it was charged i used a wall charger but this time i got a usb charger and its not workin.<--since then i bought a new battery and a car charger with wall charger adapter and it still will not work what is the problem?Logic board or should i just send it to get fixed??
