I built a new desktop and when I go to shut it down the display will turn off but the fans are still running.

Check the manuals for your case, mother board and power supply to be certain you have the fans plugged into the correct socket. If connected to the power supply instead of the mother board the fans may not lose power. You could confirm this by turning off the power supply. Good luck and congratulations on your build.
