Toshiba 55LF621U21 - No Backlight, Has Sound, What to Fix?

My Toshiba 55LF621U21 suddenly stopped showing a picture. Upon further inspection you can see the picture when you shine a flashlight on it. I can navigate to a show and hear sound as well. Because it happened so suddenly and completely it's hard to believe that is a burnt-out LED, but I am not very experienced at this yet. Is it more likely to be a board than the LED strips themselves? I see no obvious damage on the power board or motherboard. I checked voltage on the pins based on the pin diagram. Where it mentions 12V I was getting 9.7V in both places. Made me think I was doing my multimeter wrong. I'm trying not to buy all the possible parts if I can figure it out beforehand. I've also included a photo of my multimeter and how I used it. Tell me if I have the settings incorrect. Thanks for any advice you can give.
