We have had this toy for months.I have taken the batteries out.I've pressed a recommendation of buttons.I can possibly think of it's stuck in french help help

We have one of these at my son's soft play group that's in English, so I wonder if maybe your version was bought in France/Canada? This Toys R Us link explicitly says English (this one is French), so it must be sold in different versions depending on region.
The Vtech website for Canada and the UK also has it with different part numbers.
So sorry to say, I think it might be permanently set to French.
