Ice not dumping - stuck in ice tray

Hi. I have a Samsung RSH7UNBP1 Fridge Freezer.

Ice only dumps in to the bucket when I use the test button, however when the mechanism moves it is stuck because the ice has frozen and the arm doesn’t have enough power to unblock the ice from the tray.

I’ve bought a brand new ice maker assembly as I thought it could be a weak motor in the ice assembly but this hasn’t fixed the issue. When I use a hair dryer to loosen the ice the motor goes all the way around and dumps the ice. The test then completes by filling up the tray with water. Next the water freezes but the ice mechanism doesn’t rotate round until I press test again.

My initial thoughts are (and I only found this out recently) is that the heater is not heating the ice tray up to loosen the ice, either because the heater doesn’t work, or there is a faulty sensor somewhere that thinks the freezer is warmer than what it is? Has anyone got any ideas? The fridge and frrezer work fine and the temperature of the front of the freezer shows -20c, but I have also tried this at a lower temperature of -15 but didn’t make a difference.
