I swapped out the HDD with a new 1TB SSD and it all went well until the set up after downloading Catalina. It gets part way through, connecting to wi-fi, then going to restore from a back up but it just keeps freezing and restarting. I can’t get further than the language choice and few more screens before it does it.

Did you damage the SATA cable?
You’ll likely need to get another SSD drive something within the drive is messed up!

Everything works in Safe Boot mode but in normal mode it keeps crashing freezing and restarting.

Just booted into reovery mode for the 6th time and reformatted the disc as APFS Enrypted and reinsalled a fresh download of Catalina. Got as far as selecting the wifi network once it had installed it and asked for the language settings and then froze again and shut down.
Restarted and got as far as the Transfer your Information screen and then froze and restarted.

Now I have got as far as the iCloud set up. I guess I will have to keep going until I get it to go all the way. Weird.

I think you've got a bad SSD! I would get a replacement, if you can't get though the setup process your system just won't be reliable!
