Acer GH246HL power problem

Hello,

my Acer G246HL Monitor has a power problem. The power LED turns on, then turns of and so on.

I disassembled the monitor and one capacitor is blown out

but one chip (or what it’s called) has some stuff on top off it

plus on the board itself

so I don’t know if it’s even worth replacing the capacitor.
