Why is my controller not charging, etc.

Hey guys. So my wife and I just got a new controller from her father. He dura-coated it, it looks great (no the paint does not affect any power issues or anything). The issue is, I first went to connect it to our system. The LED light does not work, at all. Well finally I took it apart and looked inside and the ribbon was disconnected, so I reconnected it and put it back together. Once doing this I hit the power button on the controller and it will connect but on the TV say the battery is low and disconnects. This happens continuously. Well I decided to open it up again. I have found out that I disconnect the ribbon from the charging board it will power up and stay on, but when plugging the ribbon back into the charging board it shuts off again. I believe this is a charging board issue. Can anyone give me some advise on this please?
