My Lumix TZ40 will not turn on properly

When I press on / off, the jingle is heard. But neither the screen nor the lens shows that the camera is on. The green movie button also plays when I press it. Otherwise, the camera is completely dead. When measuring the battery it shows 4.1 volts. I've measured the motor and connections to the motor to zoom, (Ohms), and it seems to work perfectly. Could it be the motherboard that is broken?
