MacBook Air 13" Late 2018 not booting Up. Adapter confirmed working.

My MacBook Air 13" Late 2018 is not powering up. Have confirmed adapter is working. Since its a lockdown in my country, i cant send it for repairs at mac service center.

Let's get a USB-C power meter to check what the system tells us Satechi USB-C Power Meter

With the charger connected to the meter and then plugged into the system what is the power draw (V & mA) disconnect the USB cable from the meter with the meter still connected power on the system did the Voltage drop?
