Why won't rock band guitars connect to my ps4?

I have two rock band guitars and both the dongles, but for some reason they won’t connect to my ps4. I haven’t downloaded Rock Band 4 yet because I wanted to see if I could get the guitars to connect first. Do you have to have the game bought and running in order to connect the guitars?
