Unable to backup photos to iCloud

I have an iPhone 8 Plus that has gotten progressively worse over the last four days. My wife had quite a few pictures on it that had not been backed up and I was about to transfer them to the computer but was deleting some of the unnecessary photos. Cut to today, and the phone is now unable to display the icons for certain apps and unable to display certain photos in the gallery. The photos that it is able to display are insanely blurry and nothing like the original. I’m not sure what is wrong with the phone, but at this point I don’t really care, I am just trying to get the photos off of this thing as quick as possible. The problem is, when I try to back up the phone to iTunes it stops at about 70%. I bought some extra storage on iCloud, but it also said that it was unable to back up the phone there as well. What are my other options?
