Here are some links that may help.
This shows how to select a Hebrew keyboard, if the option is already available in the phone
If it is not there then this shows how to install an app that provides the option to install whatever language you want to use for the keyboard.
If it still doesn’t work check that the phone’s firmware (if this is your model variant) is up to date
