Ipad2 touch screen not respond . I restore OS and change touch screen already but same problem . How to solved ?

Try doing a hard reset. Failing that, take it to your local Apple Store.

Hard Reset.

1. Hold the home button and on/off button until the Apple logo appears on screen.

2. Release buttons.
