Stuck in powersaving mode, no display will come up on monitor on Optip

Won't come out of p/saving mode, getting only 2 fast short post beeps from the start, started process of elimination, removing one part at a time, have replaced power supply, 2x4 gigs ram, cd-dvd writer, battery, has new 1tb hss drive, so in a nut shell with all I've done, still getting the same 2 post beeps and continuing with P of E, tried YouTube for a week, still nothing, and does not have a dedicated vid card just integrated. Someone plz help a guy out thanks Tony.

What are the diagnostic lights on the back of the computer showing?

Here’s a link to the Service manual, scroll down to p.139 to view the diagnostic light patterns and their meaning.

Found this link, (scroll halfway down the page) which gives the beep error codes for your PC. Your particular error code is not mentioned unfortunately.

Try a BIOS reset and see if that restores the PC.

Here’s the procedure -

Switch off and disconnect the power from the PC.

Remove the coin cell battery from the motherboard (note its’ orientation so that you put it back the correct way) for about 1 minute. You may as well check the voltage of the battery while it’s out as they only last about 5-7 years. If it is low (<2.8VDC) replace it.

Reinsert the coin cell battery and reconnect the power and switch on the PC and check what happens.

Thank you so much for getting back to me as quickly as you do this is my first time here and so far you made it feel like it's a five-star experience. So it's got only the green power light on the back but in the front below the power switch there's a series of 1 2 3 4 lights that shift around in different order but end up 1 2 3 4 but I'm only getting one two three and the two short beeps no matter what I do now I've already tried the sea moss bios battery replacement and reset and with no avail and this seems to be one of those things where you just a man will get obsessed, and thinks to himself I'm not going to be beaten by this machine LOL well it's not looking good for me. So I look forward to hearing back from you to see what the next plan of attack towards this might be it's got me very baffled and frustrated and I've followed so many YouTube videos with the same problem and nothing works I don't believe it's a motherboard because the CPU comes on the fans obviously the power supply everything starts but it's just in like a really low mode which tells me power saving but you know I just the one thing that stuck with me was a guy that told me what you need to do is if you don't get that one beat when you turn it on then you continue to take things out one at a time until you do get a beef and then you find out what the issue is now according to Del that two short beeps is meaning that it's not registering the memory or the under the ram now I can bought only around for it and I don't believe that's the issue because that's not the only place it beeps so anyway sorry about the little book that I just wrote yet and I look forward to talking to you again thanks a lot brother I appreciate it Max

If I understand you correctly you're getting diagnostic lights 1-2-3 when it finally stops and fails, is this correct?

If it is according to the manual this is a CMOS battery failure.

Did you check the coin cell battery voltage when you had it out? Not sure when you say "tried cmos battery replacement and reset" whether you replaced the battery or just reinserted the same one.

Try one more time, this time disconnect the power and remove the coin cell battery and press and hold the Power on button for 30 seconds to drain any residual power in the computer.

After that re-insert/replace(if old one faulty) the coin cell battery and reconnect and switch on.

If still no good, go back to having a barebones computer, i.e. PSU, motherboard, RAM (1 stick only if more than one), keyboard and monitor. Disconnect or remove everything else i.e. no HDD, no ODD no mouse, remove any add-in cards or peripheral equipment cables attached to the computer and check what happens on start up.

Hopefully it should fail saying no OS etc, if it gets that far

Had another thought, check the capacitors on the motherboard to see if they are OK and not blown or bulging. Dell had a big problem with faulty motherboard caps. I don't know about the Optiplex 960 but definitely on a 760 I had. Look for can type (tubular) capacitors, not SMD type with leakage, ruptures or bulging (domed not flat) end. They can cause weird power problems.
