What is the model number of the tablet?
As the tablet was second hand and you don't know how long it was in the store not being charged it may have discharged to a very low level and that it takes a while to start charging again.
First make sure that you have a compatible charger for the laptop.
If you go online and look for Lenovo (insert model number) user manual you’ll get results for links to the user manual. In the manual there should be the specifications for the charger i.e. the voltage output. As you were getting the red battery colour this is a sign that your charger voltage might be OK
If you have a charger that matches the specifications connect it to the tablet for at least 3-4 hours. Hopefully after a couple of hours the battery will commence to charge.
If the battery starts to charge wait until the battery has fully charged before attempting to turn on the tablet.
After the battery has fully charged and when the tablet has been successfully turned on and you start to use it don’t allow the battery level to fall below 50% for the first few times before recharging it. This will help to sustain the life of the battery.
If the battery fails to start charging after 3-4 hours it will need to be replaced as it was depleted beyond recovery.
