remove annoying ad that will not stop after switching off

Bought unlocked Telstra ZTE Blade A520. Worked perfectly except for a Telstra ad that takes over and will not let me switch off. i.e. When I switch off phone restarts and ad just rolls on endlessly repeating itself

Have you tried a factory reset? Else I would see if you can disable that app in settings. Did you buy a floor model?
