I'll reset factory my phone and even do a flash and the operation is successful, but after restarting the phone, all the programs are not deleted and the phone will restart after a few minutes or if I want to program I'll open it restart phone.

Have you only tried it from settings only or from phone start up menu. Switch off the cell phone. Then hold and press Volume Up + Power button until you see Adnroid logo on your screen. Select using Volume buttons option "wipe data/factory reset", and confirm that with Power button. Choose "yes" from the menu, and accept it with Power button. Accept reboot now option.

Sound very odd try deleting the programs then resetting again. I can help you better if you let me know what kind of phone you have.
