throttle air line valve next to the top sensor D15B vtec

I have D15B vtec engine in my Honda Civic 1999.

Due to RPM low, up issue I just cleaned my Air Valve and I noticed one of throttle air valve not connected to anywhere, I just marked red line on above picture I took from Google, I am not able to figure out where it should go.

Engine installed last year.
