Ice not freezing completely and ice in bin melts. I have unplugged and replugged in the refrigerator. Also, I made sure all doors were closed completely. Then I swept out the front grill at the bottom of the frig removing all dust accumulation. It’s now been a couple of days, what little ice it is producing, the ice is not solid, it’s mushy and melts.

What is the make and model number of the refrigerator?
What is the temperature in the freezer compartment, assuming this is where the ice maker is located?

The frig is a Whirlpool, GOLD series, French doors with freezer on the bottom and ice maker in the left side door of the refrig. The freezer temp is at 10 but set at zero. The refrig temp is set at 37 and registers at 37. The frig was purchased in 2014. 2017 the ice maker completely stopped making ice. The service man put in a new circuit chip/board for the ice maker. The fix wasn’t cheap. Trying to avoid another service call. (I just notice the picture on the right side of this post. The frig looks exactly like this picture)

The freezer is too warm at 10 degrees, so that is a problem, which could be caused by the things mentioned by @customsarge .
If you can, you could try turning the fridge off for 24 hours and then turning it back on to see if the freezer gets to 0 degrees (this will take a while ;-). I realize that this check may be impractical as to where else you can store your frozen food and refrigerated items etc.
This will prove whether the evaporator unit and evaporator fan had been frozen over and are now free of ice (ice melted after fridge off for 24 hours).
Then you need to determine if the defrost heater or the defrost thermostat is the problem.
If it still doesn't get down to 0 degrees then there may be a problem with the thermostat, thermistor, control board or the sealed system.
