Just like @danj said, if it is iCloud Locked then it is basically rendered useless.

If it’s locked by a simple password and not an iCloud lock you can restore it with the guide below. If your iPhone is iCloud locked, your phone is nothing more then a fancy paperweight. It is impossible to remove an iCloud lock.
