When I plug my phone in the apple comes up to turn on but right after the screen changes to the lock screen the phone shuts off and it keeps going in this cycle.

Press the Volume down and the Sleep/Wake button simultaneously to force restart your device.
Or you can plug it into a computer you have iTunes on, launch iTunes (with phone connected and I usually a pop up comes up stating there is a problem with device giving you the option to “restore”
If it doesn't pop up, you can go to summary page in iTunes and click on restore device.
Just wait iTunes to restore your iphone.
