What is wrong with this thing?

So, I wasn't home all day. The Xbox was off the whole day. I get home about an hour ago and try to turn it on. It made a loud buzzing noise, froze and then turned off. Now, nothing it won’t turn on. The screen didn’t go black after it froze. It just turned off. Its 7 at night and there are no gaming stores in Puerto Rico anymore. Its been acting up for a few days, making a loud buzzing sound and booting back to the main screen when I'm playing. So I turned it off to let it cool. Because I live in Puerto Rico, I've had difficulty with the electricity turning off for no reason only to come back an hour later or less. There haven't been any surges just very short black outs. I already tried the rest with the power supply but it took a minute for the orange light to turn off. When I plug it back into the console, the light goes white for a few minutes then back to orange. It won't turn on now. So what's going on? Can it be fixed or do I need to replace the whole thing?
