I have a 16 HP Tecumseh engine in a Huskee riding mower. While it is running a turn the lights on. As soon as I do the engine shuts off. The light switch is part of the ignition switch.

that sounds like an issue with the switch. It appears as if it shortens out the ignition. I would suggest that you remove the light wiring from the switch and connect it separate. If the light comes on by ypassing the switch and the engine keeps runnig, you will have verified a bad switch.
