According to the parts diagram, there are two fans. One is simply a circulator freezer<-->fridge.
In order to make COLD, the fan down by the compressor must be running to blow HOT off the cooling coils. Odds have it, since the coils were found so dirty, the cheapo fan motor is kaput.
My GE has a paper-board shroud around the fan to direct the air from the floor, up and over the coils.
You must dis-assemble the shrouds. If the fan does not spin freely, replace it. Its cheap.
Being a old show-me nerd, I used my shop-vac to clean the horse-hair and dead bats out of that filthy thing, then used the vac-exhaust to blow over the cooling coils. Wow! instant cold ! However,,, the wife didn' t go for the aiplane-in-the-kitchen idea, so I bought a new cheapo fan.
The compressor fan also serves another purpose. It draws kitchen air over the "defrost evaporation tray" to rid the melted water. If you have high-humidity, it helps to remove the decorative 'skirt' along the bottom of the fridge.
