My PS4 was shut off incorrectly and will not load or connect controler

My PS4 loads to 23% in the "viewing storage space" thing before going to the main log in screen. I tried to do the Safety Settings way like I was told, because after the thing reached 100%, it said that it failed. Also, my new controller won't connect with the PS4 by USB. Overall, I just want to feel satisfaction when I can see the "select your profile" screen. Thanks!
