Why can't I access the settings menu?

I purchased a Pioneer DEH-S4000BT car radio and I'm not able not change the clock time since I can't access the settings menu. I've tried powering the radio off and pressing the volume knob to access the menu without success. It also didn't work with the remote. And tried resetting the microprocessor but it still the same.

I think maybe the radio isn't detecting when I press the volume knob because it doesn't make any sound whenever I press it, but it does sound when I press the enter button on the remote.
