No. A hair dryer only gets about 130 degrees F, well below the melting point of solder. Not to mention the fact that you can't control or focus the airflow; the heat will be baking the rest of the motherboard as you're working.

A hair dryer gets to only about 150F. For Ps3 solder fixes, I have seen people use a conventional oven because it does get hot enough. However, you have to know what you are doing, and be very quick and careful. There is a high risk of damaging the rest of the board or warping the board itself.
