First of all, you are very fortunate that the phone "worked", even briefly, with just a rinse in alcohol. You will not be so lucky next time. The problem is you probably didn't displace all of the water and when you charged it, you further damaged the logic board. Ultimately, this phone will require some professional troubleshooting.
If you want to start repairing this kind of damage, you will have to start improving your process and eventually investing in professional equipment to do the job properly. Most water damaged phones ultimately require some kind of micro-soldering repair so you will either have to do it yourself (more skills and more tools) or you will have to pay someone to do it for you.
As a first step, here is the minimum you need to do to each water damaged phone:
- Open your phone and remove the logic board
- Inspect the logic board, especially around the connectors and look for corrosion.
- Inspect both sides of the board. Unfortunately, 80% of the board is covered in shields. That's usually where the damage is occurring.
- Put your board in a container with >90% isopropyl alcohol and let it sit for a while.
- Use a soft brush, like a toothbrush and lightly brush away any corrosion you see.
- Rinse in alcohol and repeat.
- Let it air dry for a day.
- Re-assemble and hope for the best.
You should also consider getting a new battery if it has swollen. Resist the temptation to pop it to let the gas out. A compromised Li-ion battery is a fire hazard. If the device appears to power up but behaves erratically, then use a tool like 3uTools to flash the firmware as it may be corrupted.
The preferred solution is to remove the shields and put the phone in a laboratory grade ultrasonic cleaner (Branson, Crest etc) using Branson EC solution, followed by a brushing if necessary and a rinse with IPA.
