The first part of your question has to do with UV-curable solder mask. Yes it is real and it works very well for what it is meant to do. If you have damaged solder mask on your printed circuit board or underneath main IC's like a NAND (perhaps from scraping with de-soldering braid), then you can apply the mask and cure it with a UV lamp.
The second part of your question has to do with iCloud unlocking via hardware. Yes it is possible to do this but requires a matched CPU, NAND, BB and EEPROM. You would get this from a donor board. Frankly, it is a very, very advanced repair and not really worth doing unless you were an expert. They do it for cheap in China but to have this done in North America is cost prohibitive.

I would like to add to Minho's answer here a bit.
Just because I know how to use a knife doesn't mean I can do brain surgery!
You won't need the masks or the UV mask material for general iPhone, iPad or Mac repairs. If you do remove SMT devices you might need the UV mask material to patch the logic board.
If you follow the iCloud vid you would see the person is using professional soldering gear to rework the iPhone board, This gear is quite expensive! Even still, it's more involved than popping of a chip to clear the iCloud info and you would still end up having a crippled phone in the end!
Bottom line spending $5000 or more dollars to get the gear to do this is not economically workable! Besides you are then helping the criminals who stole the phone! One day it could be you hit on the head left to die by the crackhead who needed a fix.
