PS Vita 1001 will not turn on but charges with orange light.

I have been trying to figure out why my vita (1001) will not turn on. I have replaced the battery a couple days ago and when I plug it in with a genuine sony charger (pch-zac1) I get a solid orange light. I let it charge until the orange light goes off then I tried to turn it on and the orange light flashes once then goes away. (Nothing flashes on the screen.)

have you tried safe mode

Ensure the PlayStation Vita system is turned off (not in standby mode). To turn it off, press and hold the Power Button for 2 seconds and then tap "Power Off".

Then, press and hold the R button, the PS button and the Power Button for 5 seconds to activate Safe Mode.

Yes, i tried that and when i do that if i have it plugged in and the orange light is on it will just flash once then nothing will happen. If i do that and it is not charging nothing will happen.
