If my motherboard is cracked in half is there anyway to get the info?

Hi I have a customer who's son was in a fatal car accident and his phone was cracked in half right above the memory chips (which seem to be fine). I was wondering if anyone knows who can get the information from this without wanting to charge 400 just to start? She is willing to pay, but that seemed high just for starting out not even getting into if the chip has to be moved to a new motherboard.
