To get the phone off the black list you'll need to payoff the carrier for the rest owed on the contract as the carrier didn't get paid for the phone. Once paid you should be able to get them to also unlock the phone.
In either case you'll need to visit the carriers brick & mortar storefront for them to help you.

Sadly, it sounds like you got a stolen phone. Best to return it and get your money back.

@eka_mild, If you simply need a carrier unlock, go to http://www.imei.info/ and it will tell you what carrier it is locked to. Then you can go on Ebay and pay for a carrier unlock via iTunes. However, if the lock is iCloud, then you need to try to get your money back.
