Why does my iPhone randomly go on activation lock?

Whenever I get to my school I have no service and my phone randomly goes to a white screen that says "Hello" and requires me to put in my apple ID and password but won't let me type them in. However, when I get service the activation lock disappears and allows me to use my phone again.
