Why won't it turn on?
Inserted new batteries. Batteries are in properly. Battery & mouse contacts are clean. Green power light does not come on. Mouse does not function.

You may have some corrosion internally within the mouses logic board. Have you tried opening it to see if you need to do some deeper cleaning? Also you could have a bad solder joint in the power section . Trace the power feeds from the battery compartment with an Ohm meter and don't forget the switch.
Sadly, Apple does not offer parts for the mouse so if you have a bad switch you'll need to get a new mouse.
