Thanks Dan, could you tell me whether the new Skylake entry level 13 inch function keys model which has slower 1866MHz LPDDR3 Ram has enhanced RAM like the 2133MHz?

It's the same RAM, just running at a slower clock rate.

Apple is using LPDDR3E memory across all three of the systems. Here's the memory specs: Hynix LPDDR3E RAM

Basically, LPDDR3 offers 1600 Mbps where as the LPDDR3E offers 2133 Mbps of throughput and is low power as well.

I'm surprised Apple didn't use Rambus RAM if power was such an issue. Here's their spec sheet: R+LPDDR3 DRAM.

Also to clearify things here Intel did not qualify 32 GB RAM as an option with the CPU Apple is using with LPDDR3E. I suspect there is a timing issue that maybe the limiting factor in the CPU series. As you can see there is 32 GB options for both vendors.
